Danesh Noshirvan’s Harassment Campaigns Draw Allegations He Operates as a Tool of the Chinese Communist Party.
Now, federal authorities are investigating his actions. Are they part of a larger Chinese Communist Party (CCP) effort to destabilize America? Are they TikTok Harassment CCP-Style?
Federal Officials Probing a Pattern of Abuse
The FBI and other federal agencies are monitoring the 100+ complaints about Noshirvan, accusing him of orchestrating harassment campaigns through TikTok, a platform owned by ByteDance, a company partially controlled by the CCP.
BREAKING: SCOTUS Doxxer Busted: FBI Launches Probe into TikTok Cancel Culture Bully
According to Luthmann, the coordinated use of disinformation, doxxing, and intimidation bears the hallmarks of a sophisticated foreign influence operation.
“Noshirvan’s playbook isn’t just about harassment; it smacks of a larger agenda. It’s TikTok Harassment CCP-style,” Luthmann asserted. “The CCP has long used coordinated attacks against its targets, relying on bots, fabricated narratives, and intimidation to silence critics and sow discord. The methods we’re seeing from Danesh—weaponized social media, AI-driven bots, and targeted harassment campaigns—are more than eerily similar to the CCP’s approach.”
Falun Gong practitioners, who have been subjected to decades of persecution in China, have experienced CCP-sponsored smear campaigns that involve doxxing and reputational damage on international soil. Reports have shown that these tactics are amplified by unregistered foreign agents operating in the United States, leveraging American communication infrastructure to spread propaganda and incite public outrage.

Appointee, Chair the President’s Intelligence Advisory BoardDear Chairman Nunes,
As you know, I am a verified investigative journalist on the Truth Social platform. I am writing to bring to your attention significant evidence obtained through my investigative journalism that raises serious concerns about TikTok influencer Danesh Noshirvan (@ThatDaneshGuy) acting as an agent of the Chinese Communist Party (CCP). Based on the evidence, it is my belief that Mr. Noshirvan is carrying out subversion operations and active measures in connection with the enemies of the United States of America.
Given your extensive experience in national security and intelligence matters, I believe you are uniquely positioned to facilitate a thorough investigation into this matter.
Over the past several months, I have been documenting a pattern of behavior by Mr. Noshirvan that mirrors tactics historically employed by CCP influence operations, including those recently revealed by the Epoch Times as targeted against Falun Gong supporters and Chinese Democracy Advocates on United States soil. My findings, coupled with the operational platform he uses—TikTok, owned by the CCP-linked company ByteDance—warrant immediate scrutiny.
Below, I outline the evidence supporting these concerns:
1. Alignment of Methods with CCP PsyOps
Mr. Noshirvan’s tactics include:
· Doxxing and Harassment Campaigns: He orchestrates targeted harassment against private citizens and public officials, including U.S. Supreme Court Justices, educators, law enforcement personnel, and small business owners.
· Amplification Using Bots: He employs AI-driven bots to simulate public outrage, a known CCP tactic to amplify disinformation and undermine trust in democratic institutions.
· Targeting Polarizing Issues: His campaigns often center on divisive issues such as abortion rights, law enforcement accountability, and governance, which are areas foreign adversaries exploit to destabilize American society.
2. TikTok as a Tool for Influence
As you are aware, TikTok has been scrutinized for its ties to the CCP and its potential to serve as a conduit for foreign influence. Mr. Noshirvan’s extensive use of TikTok to spread disinformation and mobilize harassment raises questions about whether his actions are independently driven or part of a broader strategy supported by CCP interests.
3. Parallels with Documented CCP Operations
The CCP’s international campaigns targeting dissident groups like Falun Gong and Hong Kong democracy advocates share striking similarities with Mr. Noshirvan’s approach. These include:
· The use of online mobs and doxxing to intimidate opponents.
· Weaponizing platforms to create societal discord.
· Directly targeting public confidence in key institutions, such as the U.S. Supreme Court, law enforcement, and local governments.
4. Potential Violations of U.S. Law
If Mr. Noshirvan is acting on behalf of the CCP or is supported by foreign actors, it may constitute a violation of the Foreign Agents Registration Act (FARA) and other statutes related to foreign interference in domestic affairs.
Request for Investigation
Given the implications for national security, I urge you to facilitate a thorough intelligence investigation into Mr. Noshirvan’s activities. Specifically, the following avenues warrant exploration:
· Digital Forensics: Tracing the origins of the bot networks used in his campaigns.
· Financial Analysis: Investigating any potential funding or indirect support from CCP-linked entities.
· Platform Accountability: Evaluating TikTok’s role in enabling or amplifying these activities.
If a direct connection to the CCP is established, this would represent a dangerous precedent for unchecked foreign influence in the United States. The use of domestic wires and platforms to advance foreign subversion would necessitate urgent policy responses to safeguard American sovereignty and public trust.
I am prepared to provide additional documentation and findings to assist with this investigation. Please do not hesitate to contact me if I can be of further assistance.
Thank you for your attention to this critical matter. I trust your leadership and experience will help bring this issue to light and ensure accountability.
Regards,
/S/ Richard A. Luthmann

Doxxing the Supreme Court
Noshirvan gained notoriety after the Supreme Court’s 2022 Dobbs v. Jackson decision overturning Roe v. Wade.
In a series of TikTok videos, he published the home addresses of conservative justices, including Brett Kavanaugh, Clarence Thomas, and Amy Coney Barrett. The information led to protests at their homes and credible death threats.
These actions directly attacked judicial independence and endangered the safety of some of the nation’s highest-ranking officials. Noshirvan’s TikTok Harassment CCP-Style crossed a truly threatening line.
“Brett Kavanaugh was nearly assassinated because of Danesh’s actions,” said Richard Luthmann, co-host of The Unknown Podcast. “This wasn’t activism. It was a direct threat to the SCOTUS Justices and their families.”
Noshirvan’s reckless actions highlight a serious and escalating threat to the safety of the federal judiciary. This threat becomes even more concerning in light of past tragedies, such as the 2020 attack on U.S. District Judge Esther Salas’ family, where her son was murdered and her husband critically injured by a gunman posing as a delivery driver.
These incidents demonstrate the chilling consequences of exposing judges’ personal information, making them targets for violence. When combined with orchestrated campaigns of intimidation, like those led by Noshirvan, such actions place judges and their families in grave danger.
“We want the best and brightest serving in the federal judiciary and elsewhere in positions of public service. Noshirvan’s actions deter many excellent candidates by the design of foreign enemies of America, in my opinion,” Luthmann said. “There is more than enough evidence here to justify the national security inquiry in addition to other law enforcement probes.”
Federal authorities are investigating whether these actions violated 18 U.S.C. § 115, which criminalizes threats against federal officials and other laws related to doxxing and incitement.
The Victims Speak Out
Danesh Noshirvan’s reign of harassment has exposed a staggering number of victims from various professions, communities, and institutions. Through the “Victims of Danesh” social media pages, over 300 individuals and organizations have been identified as targets of his calculated campaigns, which involve defamation, doxxing, and intimidation amplified by AI-driven bots and weaponized social media platforms.
Noshirvan’s actions have devastated reputations, finances, and emotional well-being, and in some cases, have even led to loss of life.
Aaron De La Torre (Texas): One of the most devastating consequences of Noshirvan’s campaigns occurred in October 2024, when Texas high school football coach Aaron De La Torre took his own life.
Noshirvan falsely accused De La Torre of sexual misconduct based on an out-of-context video. Despite local police finding no evidence of wrongdoing, Noshirvan’s followers bombarded De La Torre with threats, contacted his employer, and pushed for his removal from the school district.
“Danesh’s mob wouldn’t stop,” said a friend of De La Torre who wished to remain anonymous. “They didn’t care about the truth. They just wanted someone to destroy.”
De La Torre’s death has become a focal point of the federal investigation, with authorities examining whether Noshirvan’s actions constitute criminal harassment.
KC Davis (Texas): A mental health advocate, Davis became a target after Noshirvan falsely accused her of misconduct. The coordinated campaign disrupted her advocacy work, damaged her reputation, and placed her in physical danger.
Shelly Schwarz (California): A small business owner, Schwarz saw her livelihood destroyed when Noshirvan’s followers inundated her business with fake reviews and defamatory comments. Her clientele disappeared, forcing her to shutter her business and face financial ruin.
Jennifer Couture (Florida): After a parking lot dispute was manipulated into a selectively edited video, Couture was falsely portrayed as an aggressor. The other driver, named Anjalyke Reed, was likely stoned (see video above). She almost t-boned Couture’s vehicle while her teenage daughter was in the car. Reed videoed the post-incident interaction with Couture. Noshirvan’s edited video omitted Reed’s goading, launching a harassment campaign that included doxxing, threats, and attacks on her husband’s business, Garramone Plastic Surgery, the local sheriff’s office, and the State Attorney. The fallout led to fraudulently-induced criminal charges and left her family emotionally and financially devastated.
Healthcare Workers Nationwide: Medical professionals such as Dr. Edith Del Mar Behr (Pennsylvania), Scott Wertz (Pennsylvania), and Crystal Lauver (Pennsylvania) have been targeted with harassment campaigns. These often stemmed from misinformation and caused professional disruptions, reputational harm, and safety concerns.
Education Professionals: Teachers and administrators, including Keshia Brinkerhoff and Dr. Ryne Paulson in Wyoming, were falsely accused of promoting divisive ideologies. These accusations led to threats, career setbacks, and damage to their schools’ reputations.
Politicians and Public Figures: Wyoming State Senator Anthony Bouchard became another of Noshirvan’s targets. Defamation campaigns sought to discredit his service and erode public trust.
Small Businesses: False allegations targeted establishments like Paparoni’s Grill and Countryside BBQ in South Carolina, leading to boycotts, closures, and severe financial strain.
Law Enforcement and Legal Officials: Lee County Sheriff Carmine Marceno and State Attorney Amira Fox (Florida) were accused of fabricated misconduct. These baseless allegations sought to undermine public trust in law enforcement and legal proceedings while influencing high-profile cases involving other victims of Noshirvan’s harassment.
Families of the Deceased: Even grieving families, such as those of Robert LeMay (Washington) and Matthew Lee Rupert (Illinois), were not spared. Noshirvan orchestrated harassment campaigns that compounded their emotional trauma.
Danesh Noshirvan’s Victims Speak Out! TikTok Bully and Legal Team Under Fire
“These aren’t isolated incidents,” said the administrator of the “Victims of Danesh” pages. “Danesh has weaponized social media to systematically destroy lives. His lawyer, Nick Chiappetta, enables these actions, TikTok Harassment CCP-style, through legal maneuvers designed to silence critics and shield his client.”
The administrator has submitted extensive evidence to federal judges, including examples of selectively edited videos, doxxing campaigns, and the use of TikTok’s algorithms to amplify harassment. In October, they provided confidential evidence to Middle District of Florida federal judges Sheri Polster Chappell, John Steele, and Kyle Dudek. The evidence highlighted the devastating impact of Noshirvan’s harassment campaigns and the TikToker’s apparent perjury at a recent deposition.
Many victims report long-term emotional and financial harm, while Noshirvan profits directly from his TikTok content through revenue-sharing programs.
By leveraging these tactics, Noshirvan turns digital outrage into income, creating a business model that monetizes the destruction of lives and reputations. “This isn’t just about attention—it’s about financial exploitation,” the administrator explained.
Evidence suggests that Noshirvan’s activities may align with strategies employed in foreign government PsyOps, including those linked to the Chinese Communist Party (CCP). Experts have noted similarities between Noshirvan’s campaigns and documented instances of foreign subversion, where online influencers are used to destabilize social cohesion and undermine public trust in democratic institutions.
“If this harassment is tied to foreign PsyOps, it’s not just about Danesh Noshirvan anymore,” said Luthmann. “It’s about national security and defending the very fabric of American democracy.”
With over 300 confirmed victims and a suspected connection to broader efforts at social destabilization, the scope of Noshirvan’s harm is unprecedented. Whether driven by personal motives or external influence, his actions call for immediate accountability and systemic safeguards to prevent similar abuses in the future.
TikTok Connections to the Chinese Communist Party
ByteDance, TikTok’s parent company, has long been accused of advancing CCP interests. Investigations have revealed that the platform suppresses content critical of the CCP while amplifying divisive narratives in Western democracies.
“Noshirvan’s tactics align perfectly with CCP objectives,” said Luthmann. “He targets traditional American institutions—family, law enforcement, the judiciary—and sows discord among citizens. He’s dangerously furthering their agenda whether he knows it or not.”
The CCP uses social media as a tool of subversion to delegitimize critics and manipulate public opinion. It often employs influencers and bots to amplify its messaging.
“Danesh is either a useful idiot or a willing participant,” Luthmann added. “Either way, the result is the same: a fractured America.”
Financial Exploitation and PsyOps
Noshirvan profits directly from his harassment campaigns through TikTok’s revenue-sharing program. Every attack video, TikTok Harassment CCP-style, generates income from tips, virtual gifts, and ad revenue.
“This isn’t about free speech,” said the “Victims of Danesh” administrator. “It’s about money and power. Danesh destroys lives to line his pockets.”
Federal investigators are also examining whether Noshirvan’s activities violate private investigator statutes. “He essentially acts as a vigilante, collecting and sharing personal information without a license,” said a legal expert familiar with the case.
What’s Next?
As the federal investigation intensifies, victims are hopeful for accountability. Some have called for sanctions against Noshirvan and his attorney, Nick Chiappetta, who commissioned a controversial expert report portraying Noshirvan as a victim.
Luthmann also says that the blind pursuit of Joey Camp, who is not a party, may end up tanking Noshirvan’s civil case in Fort Myers federal court.
“Noshirvan’s bad-faith civil case feels like it’s been ripped from a sci-fi movie,” Luthmann quipped. “Danesh and his lawyer, Nick Chiappetta, are peddling timelines so impossible they’d require a time machine to make sense. Their allegations rely on events – like Couture ordering the creation of the thatdaneshguy.com domains – occurring before they could have logically happened. Dunkin Donuts happened in January 2022. The domains were purchased in September 2021, admittedly not by any defendants. To establish liability, Danesh would have to prove the Defendants literally engaged in TIME TRAVEL.”
Luthmann has published evidence received from a confidential source – readily subpoenable from an Internet domain hosting company – showing that neither Couture, Garramone, or any of the other named defendants in Noshirvan’s case purchased the domains in question.
“Danesh looks like he has a fleeting relationship with the truth and reality,” Luthmann said.
Luthmann pointed to the legal doctrine of falsus in uno, falsus in omnibus, which would allow the Federal Court to disregard Noshirvan’s case altogether.
Michael Volpe had a different take.
“This case isn’t just about one influencer,” said Volpe. “It’s about the systems that enable this kind of harm—from social media platforms to regular citizens, and potentially guided by foreign governments.”
Justice may finally be within reach for the hundreds of lives damaged by Noshirvan’s campaigns. However, the broader fight against digital harassment and foreign influence has only just begun.
“This is a wake-up call for America,” Luthmann concluded. “If we don’t take action now, the CCP will continue to exploit our weaknesses, one TikTok video at a time.”
